Staff members & founders

Executive Director, Aleta Miller

Aleta Miller joined HKRAC in January 2011 as Executive Director. She has moved to Hong Kong from New York where she was working for the United Nations Population Fund in Gender and Human Rights, covering 20 countries in Eastern Europe and Central Asia. Previously Aleta spent almost 6 years working in the field of HIV in Myanmar, for both UNAIDS and an international NGO. In addition to gender, human rights and HIV, Aleta’s background includes a number of positions working with drug users in Australia, and work with Vietnamese refugees at Pillar Point Refugess Camp in the 1990s. She has also worked for the Chinese Ministry of Health in Beijing, and in community development in Papua New Guinea. Aleta holds a Bechelor of Behavioral Science and has undertaken post-graduate study in Applied Psychology and Community Mental Health. She has a Master’s in International Health and is an Australian-registered psychologist (non-practicing).

Acting Legal Director, Stephanie Jones

Stephanie Jones has a B.C.L./LL.B. (civil/common law degree) from McGill University and is a Canadian-qualified lawyer.  In addition to having worked with refugees in Vancouver and Montreal, she has represented them in their claims to UNHCR in Cairo and Bangkok.  She also has experience in the areas of human rights, international criminal law, and legislative drafting.

Staff Attorney, Angela Edman

Angela received her Juris Doctor from American University’s Washington College of Law, and her Bachelor’s degree in Political Studies focusing on human rights from Bard College. She is a member of the State Bar of New York. Before joining HKRAC, Angela completed a legal fellowship providing direct legal services to presently and formerly incarcerated women in Washington, DC.  During law school, Angela focused on international criminal law, human rights, and refugee law. She has successfully represented asylum seekers in the US, and specializes in gender issues in refugee and international criminal law.  Before law school, Angela worked at several human rights organizations in New York, where she advocated for the International Criminal Court and the Responsibility to Protect, and analyzed International Criminal Tribunal for the former Yugoslavia cases.

Staff Attorney (Clinical Programs), Gabrielle Curtis

Gabrielle is an Australian qualified lawyer with a Bachelor of Arts (Hons) and Bachelor of  Law (Hons) from the University of Sydney, and a Masters of Law (Human Rights) from the University of Hong Kong.   She has worked at the International Criminal Tribunal for the Former Yugoslavia and the Extraordinary Chambers in the Courts of Cambodia.  Most recently, she worked as a research assistant at the Centre for Comparative and Public Law at the University of Hong Kong, examining the application of the Convention Against Torture in various jurisdictions. Gabrielle began working as a volunteer caseworker at HKRAC in 2009.

Office Manager, Jocelyn Lala-An

Jocelyn Lala-an was educated in the Philippines. She is a Secretarial II graduate and holds a Degree in Religious Education. A teacher by profession, she co-founded a Christian school where she was the School Supervisor for three years and later became the School Principal before coming to Hong Kong. Prior to joining HKRAC, she taught Theology courses and volunteered for an advocacy organization, Christian Solidarity Worldwide-HK.

Interpretation, Training and Outreach Officer, Christal Chan

Born and raised in Hong Kong, Christal received her BA in International Development Studies at McGill University. She started volunteering at the HKRAC in 2008 as a French interpreter and later interned at the UNHCR Hong Kong Sub-office, before completing an LLM in Human Rights Law at Hong Kong University. She is also a graduate of the HKRAC clinical program.

Development Officer, Emily Halsall

Emily joined HKRAC in September 2011 as our new Development Officer. She joins us from a campaigning background at numerous NGOs in the UK where she worked on a range of human rights issues including disability, homelessness and end-of-life care. Emily writes our newsletter, updates our website and keeps supporters updated on our progress.

Priscilla Lam

Priscilla joined HKRAC in December 2011 as our Accounting Officer. She was awarded the Degree of Bachelor (Hons) in Arts in Accounting in City University of Hong Kong and is a certified public accountant of HK Institute of Certified Public Accountants.  She has many years of auditing,  accounting and administrative experience in various industries.

Founders:

Raquel Amador

Raquel Amador is a dual Filipino-Dutch national, educated in The Netherlands, Curacao, New York, Hong Kong and the United Kingdom. She read law at the University of Sheffield and attended law school at the College of Law in the UK. She qualified as a solicitor in 1996 and worked in a number of firms in the UK, including most recently at Wesley Gryk Solicitors LLP. Her practice covered the full range of immigration and nationality issues with particular emphasis on asylum and human rights applications. After moving to Hong Kong in 2002 she became a board member at Amnesty International, Hong Kong where she was also volunteer refugee coordinator. Following the birth of her son, she founded the Refugee Advice Unit at Christian Action which later developed into the Hong Kong Refugee Advice Centre.

Jennifer Stone

Jennifer Stone is a Canadian-qualified barrister & solicitor. She has a background in international human rights and journalism, working for non-governmental organizations in Namibia, Bosnia, and the U.K., and for the BBC World Service in London. She holds a BA in English Literature from McGill University, a Masters degree in International Development Studies & Communications from the LSE, and a Juris Doctor from the University of Toronto. Before coming to Hong Kong she practiced immigration and refugee law in Toronto and was a member of the Amnesty International Refugee Network. After moving to Hong Kong in early 2006, she joined the Refugee Advice Unit at Christian Action as a volunteer. She co-founded the Hong Kong Refugee Advice Centre.
