What We Do
HKRAC is committed to maintaining the highest standards of quality and ethics in the provision of legal advice to refugees. It is the only dedicated provider of pro bono legal aid to refugees making claims for asylum before the United Nations High Commissioner for Refugees (“UNHCR”) in Hong Kong. Our organization not only provides legal advice and representation to refugees, but we also disseminate information to refugees and to the general public. In addition, we also recruit, train, and supervise volunteer caseworkers and interpreters in the provision of legal aid to asylum-seekers.
Legal Advice & Representation:
HKRAC provides general advice, customized legal advice, and full legal representation to asylum-seekers and refugees in Hong Kong. Due to current capacity constraints we are unable to provide full representation to every refugee in Hong Kong. We therefore prioritize the most vulnerable cases for full legal representation. This includes victims of torture and victims of sexual and gender based violence, unaccompanied minors, female heads of households, and those with severe mental or health conditions.
Information Dissemination & Empowerment:
HKRAC also engages in information dissemination and empowerment programs for refugees and to the general public. Our goal is to empower refugees, generate awareness and support from the community, and maximize our reach and impact.
Monthly Information Sessions
HKRAC runs information sessions for asylum-seekers at Chungking Mansions Service Centre. The information sessions are done in different languages catering to the shifting refugee demographic.
Outreach

Caseworker & Interpreter Training Sessions:
It would be impossible for our small staff to represent even a fraction of Hong Kong’s refugees on our own. Therefore, our work is based upon a volunteer model. The HKRAC recruits, trains, and supervises volunteer lawyers and interpreters in the provision of free legal aid to asylum-seekers claiming refugee status before the Office of the High Commissioner for Refugees (UNHCR) in Hong Kong. We provide three 2-day intensive training sessions for refugee caseworkers each year. CPD & CLE credit is available to those who attend.
